Referral Programs for Cleaning Businesses Are a Total Scam in This Market

Man, I'm so pissed at these referral programs for cleaning gigs. We're in Texas so every time I try to set one up with local realtors or property managers, they promise the world but deliver squat. Last month I offered a 10% kickback for deep cleans on move-outs, spent time on flyers and emails, and got exactly zero leads that stuck. Saw a post in Cleaning Business Owners group where a guy said the same, everyone's ghosting after the first referral. Now I'm stuck chasing residential clients door to door, using my O-Cedar mop and Method cleaners just to make ends meet. It's like the whole system's rigged against small cleaners like us. Anyone else dealing with this BS?
