Just wrapped a full 200A panel upgrade in a Phoenix suburb last month, quoted $3200 including the Square D QO breakers and all permits, but the homeowner is ghosting me on the final payment. I'm out here in the Arizona heat sweating over whether to file a mechanics lien or just eat the loss like every other sparky does. man i feel your pain, had a similar BS with a $1500 EV charger job last year, guy claimed the permit fee was extra even though it was in the quote. ended up small claims and won, but the court fees ate half the profit.

Send a certified letter demanding payment within 10 days, reference the contract and Arizona lien laws. If that flops, hit up a collections agency like ABC-Amega, they've pulled in old electrical invoices for me before without too much hassle.
