In Texas, you need to get registered with the Texas Department of Public Safety, which means passing a background check and a test on basic locksmithing skills like picking and impressioning. I remember when I started, I spent around 40 hours studying for the exam after taking a course from Associated Locksmiths of America. Also, some cities require a local business license plus liability insurance minimum of 100k to cover any lockout mishaps.
