Frustrated with referral programs not working for roof upsells

I've been trying to get a referral system going for my roofing biz, especially when we upsell things like GAF Timberline HDZ shingles or adding ridge vents during a re-roof. But damn, out here in Arizona the customers just take the discount and ghost us on the referrals. I offered $200 gift cards after the job, but only got two back last month from 15 roofs. Saw a post in the Roofing Pros Facebook group where a guy said his program tanked too after insurance companies started cutting in. Anyone got tips on making referrals stick for those add-ons like underlayment upgrades? I'm tired of leaving money on the table.
